What District of Columbia requires, and what it does not
District of Columbia requires 60 hours of approved pre-licensing education and a passing result on the state licensing exam. Licences then renew on roughly a 2-year cycle.
There is no degree requirement, and prior industry experience is not a prerequisite. The gate is education hours and an exam, which is why the barrier to entry is low and the attrition rate afterwards is high.

Approved provider status — hours from an unapproved course may not count, and that is discovered at application.
A criminal history review, which is a case-by-case determination rather than an automatic bar.
Errors and omissions coverage, which some states require before you may practise.
Broker affiliation, without which a passed exam does not let you work.
